Allen Consultant for Rural Communities (ACRC) is a nonprofit organization recognized under Section 501(c)(3) of the Internal Revenue Code. We are committed to improving the lives of individuals, families, and underserved rural and urban communities.
Our mission is to empower rural and urban communities by providing education, family support, leadership development, business assistance, health education, and community partnerships that encourage self-sufficiency and long-term growth. Our vision is to create communities where every individual and family has access to the resources, opportunities, and support needed to achieve healthy, financially stable, and successful lives.
Allen Consultant for Rural Communities offers a variety of programs and services designed to meet the needs of the communities we serve. These include family resource navigation, workforce readiness, senior services, nonprofit capacity building, entrepreneurship and small business support, health and wellness education, leadership development, and community outreach. We also help communities improve access to clean water, encourage healthy lifestyles, and support efforts that strengthen education, healthcare, and economic opportunities.
We believe that lasting change happens when people work together. That is why we partner with local governments, schools, healthcare providers, faith-based organizations, businesses, nonprofit organizations, and community leaders. Together, we identify community needs, secure funding, and develop programs that create meaningful and lasting results.
Allen Consultant for Rural Communities is governed by a volunteer Board of Directors that is committed to transparency, accountability, and ethical leadership. The Board provides strategic direction, approves policies and budgets, supports fundraising efforts, and ensures the organization follows all federal and state nonprofit laws and regulations.
Through grants, donations, community partnerships, and volunteer support, Allen Consultant for Rural Communities works to expand opportunities for underserved populations. Our goal is to strengthen families, improve health and economic well-being, support local leadership, and build stronger, more resilient rural and urban communities for future generations.
About Dr. Shirley Ann Allen
Dr. Shirley Allen is a dedicated professional, leader, and advocate committed to empowering individuals, families, and communities. She brings extensive experience in career development, human services, leadership, and foster care services, with a passion for helping others achieve personal and professional success.
Dr. Allen’s educational achievements include a Doctorate in Executive Leadership from the University of Charleston, West Virginia (2021), a Master of Health Services Administration (MHSA) from Strayer University (2023), an MBA in Human Resources Management from American InterContinental University (2005), and a Bachelor of Arts in Applied Behavioral Sciences from National Louis University (2004).
Her professional certifications and specialized training include Cybersecurity Management (2025), Operations Management (2024), Diversity, Equity & Inclusion (2024), Professional in Human Resources (PHR) (2012), Impact Pre-Services Professional & Family and Team Facilitation (2011), Comprehensive Child and Family Assessment Training (CCFA) (2011), and Certified Grants Specialist (2007).
Through her education, professional experience, and commitment to service, Dr. Allen is dedicated to creating opportunities, strengthening families, supporting career development, and making a meaningful and lasting impact in the communities she serves.
